陳 明 珠 

Joanna  Lin  

 

Joanna Lin (陳明珠) currently serves as the Chief of Library Service at the Veterans Affairs Maryland Health Care System in Baltimore. Her major responsibilities involve managerial and administrative duties in both library operation and hospital management. Her health science librarian's career spanned over twenty-some years, starting from the Johns Hopkins' Welch Medical Library and then the Gerontology Research Center of the National Institute on Aging, NIH.

 

She graduated from National Taiwan University (NTU) with a major in Anthropology and Archeology. She holds two master degrees in Anthropology from Purdue University and Library Science from University of Maryland, College Park, respectively.
 
Joanna has been actively involved in community organizations in Baltimore and greater Washington, D.C. areas, having served as President of the National Taiwan University Alumni Association in 2007(台大校友會) and on the Board of the  BEINU Alumnae Association from 2005-6 (北一女校友會).

 

She is a state certified interpreter specializing on legal, medical, and immigration subjects. She has taught Chinese community language schools for over ten years. Her hobbies include music, singing, and dancing.  Over the years, she has joined several American and Chinese choruses in Baltimore and Rockville areas.

Grace Wei

 

Grace currently works for Science Applications International Corporation (SAIC) as Sr. Enterprise Architect supporting Defense Information Systems Agency (DISA) in assessing systems architecture.  In the past, she supported Department of Navy CIO/OPNAV N6 Enterprise Architecture Strategic Planning office to ensure development, implementation, and maintenance of necessary architecture products and associated standards are consistent with DON, DoD, and Federal Enterprise Architectures while achieving Net-Centric visions.

 

Grace previously worked for Lockheed Martin Corporation as Sr. Data Architect. Supported the US Army CIO/G6 mission to direct and manage the Army’s Enterprise Architectural development efforts for the Army Integrated Architecture; assuring coordinated and synchronized architectures within the concepts of the Global Information Grid (GIG), in order to produce critical decision-making tools for effective acquisitions, IT investments, integration and interoperability of Army systems, and optimized product fielding solutions.

 

Grace holds a Master of Science degree in Computer Systems Management from University of Maryland. She has 20 years of experience in IT Management.  Grace is an avid tennis and golf player.  Her other interest includes painting and piano recital.  Grace is also the President of the Hakka Association in Washington Metropolitan Area.  She is dedicated in serving the Hakka membership and promoting Hakka culture by staging major social and culture events through out the year.

Julia Liu

 

Julia Liu was with Lockheed Martin Corporation. She was the International Business Strategy and Development Manager for the System Integration Division, responsible for Asia Pacific and South America.

 

Prior to working for Lockheed Martin, she was a Project Manager and a System Architect for IBM Large System Division. She has a Law degree from National Taiwan University and a MS degree from New York State University.

 

Besides work, Julia is interested in art, literature and politics. She participated in many civic activities while living in New York as well as in the greater Washington area.

黃 秉 驥 

Bing-Jib Huang

 

Bing-Jib graduated from National Cheng Kung University in Tainan, Taiwan and earned his graduate degree in Aerospace Engineering from the University of Maryland. Currently he is working in the US Department of Transportation (USDOT), Federal Aviation Administration (FAA) as a Program Manager responsible for automated surface weather observing systems installed over hundreds of airport nationwide.

 

Besides work, Bing-Jib is actively involved in community services and art activities. He was the President of Chinese Culture and Community Service Center (CCACC) and is the current President of Washington Chinese Literary Society (WCLS). He teaches Chinese calligraphy in Chinese and American schools and demonstrates Chinese calligraphy on various occasions.

 

His artworks, a style of modern Chinese calligraphic painting, have been on display in many US and international art exhibitions, including the 2007 Florence Biennale. He was the President of International Artists Support Group (2002 – 2003).

George Chang

 

Dr. George Chang is a native from Taiwan, ROC and is a veterinarian, pathologist, pharmacologist, and toxicologist by training. He is a board-certified toxicologist (DABT), auditor (CQA), regulatory affairs specialist (RAC), and project management profession (PMP). 

 

Currently, Dr. Chang serves as a regulatory scientist at the Office of Surveillance and Compliance, Center for Veterinary Medicine, Food and Drug Administration responsible for regulatory and toxicology review for proposed animal feed ingredients, feed-additive petitions, and health hazard evaluation for incidences of potential adulteration or misbranding of animal feeds.

 

 

Dr. Chang earned his veterinary medicine degree from National Taiwan University (NTU, Taiwan, ROC), his first MS degree in veterinary pathology on pathogenesis and preclinical pathology diagnostics from University of Minnesota (U of M), and his second MS and PhD degrees in veterinary physiology/pharmacology on chemical carcinogenesis, chemotherapy, and chemoprevention from The Ohio State University (OSU).

 

Dr. Chang’s career goals are to assess the efficacy and safety of biomedical products and to facilitate collaboration within and to provide pertinent information to scientific communities.

Apollo Teng 

Apollo Teng is currently the Geographic Information Systems (GIS) Manager with the Montgomery County Government.  He started the management position with GIS, a division of the Department of Technology Services, in January 1993; and in 2006, received the Award for Exceptional Service along with three co-workers.  Mr. Teng has also taught part-time at Columbia University (Statistical Methods for Planners), Alabama A&M University (Quantitative Methods and GIS), and Montgomery College (Introduction to GIS).  Mr. Teng is a member of the American Society for Photogrammetry and Remote Sensing (ASPRS).  He held three positions with the APRS Potomac Region (1,000 members): Secretary/Treasurer (1996), Vice President (1997), and President (1998).  The Potomac Region was selected by the ASPRS ExecCom as Region of the Year for 1998.


Mr. Teng was CAPA Secretary for 2007 and VP for 2008.  He holds degrees of Bachelor of Architecture   (1965) from Chung Yuan University, Taiwan; Master of City Planning (1972) from MIT; and is an “ABD” (All But Dissertation) from Columbia University, New York City.  Mr. Teng attended the 1973 中華民國國建會and the 第二屆北美華人學術研討會, (俗稱「海外國建會」,1987 年在 Houston 舉行). 

 

 “Apollo” used to be his pen name.  He used it while applying for his ROC passport and US visa back in the 1970’s and the name has stuck with him ever since.  Mr. Teng is married to Lily Huang (黃麗梅).

Li-Mei Kuo

Li-Mei Kuo graduated from the Department of Agricultural Chemistry, National Taiwan University. Then, she had a Ph.D. from the Department of Microbiology, School of Medicine, University of Pennsylvania.

 

Her working experience as a molecular biologist and immunochemist included as a faculty in the University of Pennsylvania and the Case Western Reserve University, a visiting scientist at du Pont and a senior investigator at Smith Kline & French. Dr. Kuo has been an active participant and a volunteer in schools and communities for more than 18 years, such as a math, science and computer teacher, a room parent, a chaperone, a speaker or a coordinator on special events, an assistant in coordinating medical association meetings, a PTA executive board member, a mentor in Parent to Parent Mentoring program and more.

 

She was the CAPA planning coordinator in 2006, the vice president in 2007 and the public relations coordinator in 2008.
